I prefer to make a guess, probably Zora not keen to wear any robe (he is indeed one of Black Bull's member & which makes him a member of Magic Knights as stated in Manga) is that he felt that some Magic Knights royals & nobles misuse the title that have beenbestowed to them to cater their own selfish interest. If he does wears one & shown in public he felt like he might become associated with the group of arrogant Magic Knights.
The only justice that he can fix is by going rogue while maintaining to protect Clover's Kingdom!
